PROCLAMATION

DECLARING April 2022 AS AUTISM AWARENESS MONTH & April 2, 2022 AS WORLD AUTISM AWARENESS DAY IN THE CITY OF WESTMORLAND

WHEREAS, Autism is the result of a neurological disorder that affects the normal functioning of the
human brain, and can affect anyone, regardless of race, ethnicity, gender, or socioeconomic background;
and

WHEREAS, symptoms and characteristics of Autism may present themselves in a variety of combinations
and can result in significant lifelong impairment of an individual’s ability to learn, develop healthy
interactive behaviors, and understand verbal, as well as nonverbal communication; and

WHEREAS, the Autism Spectrum Disorder (ASD) is a reality that affects millions of families every day
and more children are being diagnosed, resulting in rates as high as one in forty-four children nationally
with four times greater prevalence among boys than girls according to the Centers for Disease Control
(CDC); and

WHEREAS, the City of Westmorland recognizes the impact of the COVID-19 pandemic on children and
other individuals with Autism, including the disruption of healthy patterns of daily life that support and
advance cognitive development; and

WHEREAS, while our nation has made progress in supporting those with ASD we are only beginning to
understand the factors behind the challenges they face; and the effort to address Autism continues; doctors,
therapists, and educators can help individuals with Autism overcome or adjust to its challenges and provide
early, accurate diagnosis, appropriate education intervention, and therapy that are vital to future growth and
development; and

WHEREAS, in April we recognize those with Autism achieving and breaking down barriers and recommit
to helping those on the Autism Spectrum reach their full potential at all times; and

WHEREAS, the City of Westmorland, California proudly supports the annual observance of Autism
Awareness Month and World Autism Awareness Day in the hope that it will lead to a better understanding
of the Autism Spectrum Disorder, celebrating the work of advocates, professionals and family members,
and all who work to build a brighter tomorrow alongside those with Autism.

NOW, THEREFORE, BE IT RESOLVED, I, Xavier Mendez, Mayor of the City of Westmorland hereby
proclaim April 2022 as Autism Awareness Month and April 2, 2022 as World Autism Awareness Day in
the City of Westmorland to raise public awareness, acceptance and inclusion of those with Autism and the
myriad of issues surrounding the disorder, as well as to increase knowledge of the programs that have been
and are being developed to support individuals with Autism and their families.

In witness whereof, I have hereunto set my hand and caused the seal of the City of Westmorland
to be affixed reaffirmed on this 16th day of March, 2022.

Toy Donations my be dropped off at City Hall 355 S. Center, Westmorland, CA 92281 during Regular business hours.

General Rules

  • Santa’s are not permitted. We will provide the official Santa and all others will be removed.
  • All entries must be well lit.
  • All entries may incorporate live or recorded seasonal music into the float. Content must be appropriate for all ages.
  • Throwing items during the parade is not permitted.
  • All entries are required to maintain a continuous forward motion during the parade.
  • No alcoholic beverages are permitted in the staging areas or on the parade route.
  • No advertising of drugs, alcohol, tobacco products, or illegal activities are permitted.
  • Any vehicles acting or driving unsafely will be removed from the parade.
  • All vehicle drivers must have a valid driver’s license to participate.

Committee Rights: The Holiday Light Parade committee reserves the right to cause removal of any person or entry from the staging area or parade route that is, in its opinion, offensive or a hindrance to the progress of the parade, or places other participants or spectators in physical danger, or violates any of the regulations set forth in this application. These rights are non-negotiable and will be strictly enforced. Any violation of the above listed regulations will be considered grounds for immediate removal from the parade.

Liability Statement: Participants must recognize that all programs of a physical nature involve some risks, and that by registering for a program of this nature there is an assumption of risk by the participant or the participant's parent or guardian. Furthermore, the participant agrees to indemnify and hold harmless the City of Westmorland and the City of Westmorland Park and Rec. department, its employees and program volunteers, from any loss or liability which may result from such participation. All pictures & video taken by staff at special events and programs are subject to publication, along with the pictured person’s full name in the Westmorland News Letter.

The Holiday Light Parade is Free to participate in. The deadline to register is Monday, December 13th,2021. All forms may be emailed to cityclerk@cityofwestmorland.net.

Entries will be placed in order on a first come, first served basis.

Only entries that have:

  1. Signed the Rules and Liability Waiver
  2. ONLY Entries with lights/glow on them will be allowed to participate. Please provide a brief description of your entry below for our organizers to use the day of.

A confirmation with final times and details (including map) will be email to you once we receive your completed paperwork.
